DOST Balik Scientist Dr. Arnan B. Araza highlights geospatial innovations for smarter and more resilient agriculture

The Department of Science and Technology – Central Luzon (DOST Central Luzon) hosted the Balik Scientist Program (BSP) Exit Conference of Dr. Arnan B. Araza on August 25, 2026, bringing together representatives from DOST Central Luzon, DOST-PCAARRD, LEADS Agri, and partner organizations to review the accomplishments of his engagement and discuss opportunities for sustaining and expanding its outputs.

The Exit Conference served as the culmination of Dr. Araza's engagement under the DOST Balik Scientist Program, an initiative that encourages Filipino scientists, technologists, and experts based abroad to share their expertise toward advancing scientific, agro-industrial, and economic development in the Philippines.

During the conference, Dr. Araza presented his work under the theme “Beyond Mapping: From Forecasts to Actions and Trust in Geospatial Information Systems,” highlighting how Earth Observation (EO), remote sensing, geospatial technologies, artificial intelligence, and other emerging digital tools can be translated from scientific information into practical decision-support mechanisms.

𝗙𝗿𝗼𝗺 𝗼𝗯𝘀𝗲𝗿𝘃𝗶𝗻𝗴 𝘁𝗵𝗲 𝗘𝗮𝗿𝘁𝗵 𝘁𝗼 𝘂𝗻𝗱𝗲𝗿𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗮𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗮𝗹 𝗿𝗶𝘀𝗸𝘀

A major focus of Dr. Araza's engagement was the application of Earth Observation and geospatial information to agricultural monitoring and risk assessment.

Rather than treating satellite imagery merely as a tool for producing maps, his work explored how remotely sensed and meteorological information can be transformed into actionable information for understanding agricultural conditions, anticipating risks, and supporting decisions on the ground.

Among the areas presented during the Exit Conference were approaches for assessing flood- and drought-related loss and damage, agricultural risk mapping, and the use of multisource remote sensing and meteorological information for rice yield forecasting.

These technologies demonstrate the growing role of geospatial science in answering practical agricultural questions: Where are crops located? What areas may be exposed to hazards? How are crops responding to changing environmental conditions? And how can available information help decision-makers prepare before impacts become more severe?

𝗠𝗼𝘃𝗶𝗻𝗴 𝗳𝗿𝗼𝗺 𝗺𝗮𝗽𝘀 𝘁𝗼 𝗳𝗼𝗿𝗲𝗰𝗮𝘀𝘁𝘀—𝗮𝗻𝗱 𝗳𝗼𝗿𝗲𝗰𝗮𝘀𝘁𝘀 𝘁𝗼 𝗮𝗰𝘁𝗶𝗼𝗻

Dr. Araza also highlighted tools and approaches intended to bridge the gap between scientific analysis and actual decision-making.

This included work related to FwDET, flood and drought assessment, rice-yield forecasting, and the forecasting of potential flood impacts on rice production for KAAGAPAY.
The underlying direction of the work is clear: the value of geospatial information does not end when a map is produced.

Maps and satellite-derived information become more useful when they can be translated into information that farmers, local government units, agricultural offices, researchers, and other stakeholders can understand and use in making decisions.

This same principle is closely aligned with the direction of DOST SINAG, which brings together available technologies, information, and innovations to support smarter and more data-driven agriculture.

𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝘁𝗿𝘂𝘀𝘁 𝗶𝗻 𝗱𝗶𝗴𝗶𝘁𝗮𝗹 𝗮𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗮𝗹 𝗶𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻

Beyond forecasting and mapping, the engagement also explored emerging technologies that can strengthen how agricultural information is generated, communicated, and trusted.

Dr. Araza presented developments involving blockchain technology and artificial intelligence, including prototype demonstrations showing how blockchain could be linked with AI-based actionable forecasts.

The discussion highlighted an increasingly important consideration in digital agriculture: producing information is only part of the challenge. Users must also be able to understand where information comes from and have confidence in the systems that deliver it.

The engagement therefore looked beyond simply digitizing agricultural processes toward building systems where information can become more accessible, useful, transparent, and actionable.

𝗗𝗶𝗴𝗶𝗦𝗮𝗸𝗮 𝗮𝗻𝗱 𝗱𝗮𝘁𝗮-𝗱𝗿𝗶𝘃𝗲𝗻 𝗮𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗮𝗹 𝗱𝗲𝗰𝗶𝘀𝗶𝗼𝗻-𝗺𝗮𝗸𝗶𝗻𝗴

Another technology highlighted was DigiSaka, which demonstrates how geospatial artificial intelligence, Earth Observation, historical agricultural information, and other datasets can support agricultural planning and market intelligence.

Dr. Araza has also introduced DigiSaka in other DOST smart-agriculture capacity-building activities. The platform is designed primarily for farmer-level applications and uses GeoAI, Earth Observation, and historical agricultural data to provide predictive analytics, market intelligence, and decision-support information.

Such technologies demonstrate how agricultural digitalization can extend beyond crop monitoring. When properly integrated, information on production, environmental conditions, markets, and risks can provide farmers and agricultural decision-makers with a broader picture of the factors affecting farm decisions.

𝗔𝗻 𝗲𝘅𝗶𝘁 𝗰𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲—𝗮𝗻𝗱 𝗮 𝗰𝗼𝗻𝘃𝗲𝗿𝘀𝗮𝘁𝗶𝗼𝗻 𝗼𝗻 𝘄𝗵𝗮𝘁 𝗰𝗼𝗺𝗲𝘀 𝗻𝗲𝘅𝘁

The Exit Conference was not limited to presenting accomplishments.

Representatives from DOST Central Luzon, DOST-PCAARRD, Leads Agri, and partner institutions also provided their comments, feedback, and recommendations on the technologies and outputs presented by Dr. Araza.

The discussions provided an opportunity to examine how the accomplishments of the Balik Scientist engagement could be carried forward, further developed, and connected with existing agricultural initiatives.

Among the directions raised were the continued partnership between DOST Central Luzon and Leads Agri, the implementation of collaborative activities under their partnership, and opportunities to further strengthen the digital capabilities of DOST SINAG, including the development of more accessible platform-based solutions.

The exchange underscored an important part of the Balik Scientist Program: an engagement does not simply end with an exit report. Its longer-term value lies in how the expertise transferred, partnerships established, and technologies introduced can continue to contribute to Philippine research, innovation, and development.

𝗕𝗿𝗶𝗻𝗴𝗶𝗻𝗴 𝗴𝗹𝗼𝗯𝗮𝗹 𝗲𝘅𝗽𝗲𝗿𝘁𝗶𝘀𝗲 𝗰𝗹𝗼𝘀𝗲𝗿 𝘁𝗼 𝗹𝗼𝗰𝗮𝗹 𝗻𝗲𝗲𝗱𝘀

Dr. Araza's engagement illustrates how expertise developed internationally can be brought back and applied to challenges faced by Philippine agriculture.

His work in Earth Observation, remote sensing, GeoAI, agricultural forecasting, risk assessment, and emerging digital technologies provides opportunities to strengthen the way agricultural information is generated and transformed into practical decision support.

More importantly, the engagement demonstrated the value of connecting scientific expertise with institutions that can translate research into applications on the ground.

For DOST Central Luzon and its partners, the conclusion of the Balik Scientist engagement therefore represents not simply the end of a scientific visit, but another step toward strengthening collaboration in smart, resilient, and data-driven agriculture.

𝗙𝗿𝗼𝗺 𝗳𝗼𝗿𝗲𝗰𝗮𝘀𝘁𝘀 𝘁𝗼 𝗮𝗰𝘁𝗶𝗼𝗻𝘀

The technologies presented during the Exit Conference point toward a future in which agricultural decisions can increasingly be supported by information derived from satellites, field observations, historical records, models, and emerging digital technologies.
But the goal goes beyond producing more data or more maps.

It is about ensuring that science reaches the people who need it—and that the information produced can ultimately support better decisions, stronger preparedness, and more resilient agricultural communities.

Through the Balik Scientist Program and continuing collaboration among DOST Central Luzon, DOST-PCAARRD, Leads Agri, and partner institutions, the knowledge and technologies shared through Dr. Araza's engagement can continue moving beyond mapping—
from forecasts, to informed decisions, to action.
